MANILA – Chief Presidential Legal Counsel Salvador Panelo on Friday said opposition Senator Antonio Trillanes IV is just hallucinating for claiming his life is now in danger.

“To be clear, his supposed arbitrary arrest, and now threat to his life, are but figments of his imagination,” Panelo said in a statement.

Panelo slammed Trillanes for continuously seeking refuge in the Senate despite assurance from President Rodrigo Duterte the senator will not be arrested without a warrant issued by the court.

“Noticing, however, that his supposed arbitrary arrest drama is losing media traction, Senator Trillanes is now claiming that his life is in danger by releasing a supposed video footage showing that an unidentified vehicle is casing his house,” Panelo said.

Panelo added that there has never been any concrete report showing any attempt against Trillanes’ life.

“These are all publicity stunts of Senator Trillanes not only to besmirch the reputation of the President but also to milk publicity for himself,” he said.

He challenged the senator to take legal action if the latter believes there is no basis for his arrest.

Panelo said Trillanes should stop acting like “an anxious puppy pretending to be a political target by the President all the time”.

On Aug. 31, Duterte issued Proclamation 572 declaring void ab initio (from the beginning) the former Navy officer’s amnesty over his failure to comply with mandatory requirements.

Trillanes reportedly has no application for amnesty and did not admit his guilt for the crimes of rebellion he committed against former president Gloria Macapagal-Arroyo.

Trillanes tried to stop the implementation of the proclamation and his arrest but the Supreme Court denied his petition.

Despite the SC’s ruling, Duterte decided to wait for the Makati Regional Trial Court which has jurisdiction whether to grant government’s plea for alias arrest warrant against Trillanes.

Panelo later found out that Trillanes’ amnesty was not actually approved by former president Benigno Aquino III but by former Defense secretary Voltaire Gazmin.

Under the law, only the President can approve and grant amnesty, making Trillanes’ amnesty null and void from the very beginning.

President Duterte “very, very satisfied” with gov’t response to Ompong

TUGUEGARAO — Malacañang on Sunday, September 16, stressed that the President is “very, very satisfied” with the government’s overall response to Typhoon Ompong, which hit the country’s northern provinces over the weekend.

Presidential Spokesperson Harry Roque, Jr. conducted a press briefing here to provide updates on the efforts of different government agencies in responding to the calamity.

He was joined by key Cabinet officials, including Science and Technology Secretary Fortunato de la Peña, Energy Secretary Alfonso Cusi, Trade Secretary Ramon Lopez, Education Secretary Leonor Briones, Health Secretary Francisco Duque III, Social Welfare Secretary Virginia Orogo, Information and Communications Technology Secretary Eliseo Rio, National Economic and Development Authority (NEDA) Director-General Secretaty Ernesto Pernia, and National Telecommunications Office (NTC) Commissioner Gamaliel Cordoba.

Also present during the briefing were local officials of Cagayan, Governor Manuel Mamba and Vice Governor Melvin Vargas Jr.

During the briefing, Roque said President Rodrigo Roa Duterte was “very, very satisfied so far” with how the government has responded to the typhoon, which led to zero casualties being reported in the province of Cagayan.

“We are sorry that there are casualties reported in some parts of the Philippines,” he meanwhile stressed.

The Spokesperson also commended officials of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) for their accurate weather forecast that allowed concerned agencies to preposition all necessary relief services ahead of time.

“Siguro po ‘yung susunod, kailangan po nating palakpakan dahil po ‘yung sa departamento po niya nasa ilalim ang PAGASA. Because of the accurate forecasting of PAGASA, maraming naiwasang aberya,” Roque stressed, referring to DOST Secretary de la Peña.

A total of 33,000 relief packs were prepositioned by DSWD's regional office for 26,367 families in affected areas, the DSWD noted. Roque for his part assured the public that the government has enough supply of relief goods for distribution, as he urged more volunteers to help with the repacking of the supplies.

The press briefing was held just a few minutes before President Duterte himself arrived in Cagayan to personally check on the province following the onslaught of Ompong.

‘Malicious’: Bong Go, inalmahan ang Rappler report tungkol sa Cagayan officials’ tour

MANILA — Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go described as “malicious” a report that he invited officials of Cagayan for a tour of Malacañang just before typhoon “Ompong” (Mangkhut) made landfall in the province.

Online news website Rappler published an article titled “On eve of Ompong landfall, Bong Go invites Cagayan officials to Palace tour” claiming that Cagayan officials “enjoyed their Malacañang trip as their province was placed under Storm Signal No. 4 due to Ompong.”

In a statement, Go explained that he invited the Cagayan officials two weeks ago and had already advised them about postponing their activity. However, the officials still showed up.

“Two weeks ago pa ‘yan nakipag (they scheduled an) appointment sa'min ni (with us and) ES (Executive Secretary Salvador Medialdea) pero (but) three days ago we advised them not to proceed para attend nila lugar nila (their province),” Go said in a statement.

“Alam ni Vice Gov. Vargas pero tumuloy pa din sila with ES (Cagayan Vice Gov. Vargas knew this but they still pushed through),” he added.

Go, meanwhile, questioned how Rappler was able to write the story when reporter Pia Ranada has been barred from covering Malacañang.

Last February, President Rodrigo R. Duterte invoked executive action by issuing directive to ban Ranada from covering Malacañang events.

Duterte said Rappler's reporters would be allowed to cover again his events if the Securities and Exchange Commission (SEC) would declare it 100 percent Filipino-owned online news outfit.

Tuguegarao Councilor Maila Ting-Que, meanwhile, said the Rappler report made it appear that they were only invited for a “tour of the Palace” when they were also invited to discuss matters concerning the province.

“We were invited, as far as I know, to have a meeting about our province's problems and at the same time asked for help. Those who were already in Manila,” Ting-Que said in a Viber message.

“Every chief executive left as soon as the 30-minute meeting with Secretary Medialdea was done and traveled to Cagayan,” she added.

Duterte admin utilizes state-of-the-art command center to handle 'Ompong'

To prove that the country is now well-prepared for any disaster, the Duterte administration showcased their newly built state-of-the-art-commander-center as Super Typhoon Ompong entered the Philippine Area of Responsibility (PAR).

When he was still the Mayor of Davao City, President Rodrigo Duterte managed to build a modern command center in his place, because he believes in the importance of having cutting-edge facilities to analyze and dispatch a better and well-coordinated help during emergency situations.

Davao City was one of the first cities in the country to install such facilities.

Fortunately, National Disaster Risk Reduction and Management Council (NDRRMC) also managed to build a modern command center which they called NDRRMC Intelligent Operations Center (IOC) located at Camp Aguinaldo.

The 600-square meter building where the IOC is placed was started in 2014 and was completed before 2016. The NDRRMC only started using the facility by early 2016.

The 3-level operations center houses a state-of-the-art communication equipment that provides smooth and continuous communications connectivity and enhances the abilities of the council to handle a disaster.

According to the reports, the ground floor is allotted to different agencies that tasked to respond during emergency situations.

The second floor is where the main operations center is located. It has large screens and state-of-the-art equipment to monitor the situation around the Philippines.

The third floor is served as the meeting room of officials and it also has a large screen to view the screens from the command center.

The government was lucky that they didn’t spend a single centavo in building the command center as the said facility was donated by SMSGT Inc. and other foreign partners.

It was estimated that the government saved 250-300 million pesos ($5.8 – $6.9 million) in building the command center.

Before, the past administration received a tremendous amount of criticism after Typhoon Yolanda killed thousands of Filipinos in 2013.

The netizens blamed the Aquino administration for their lack of action during the said disaster.

On September 13, President Rodrigo Duterte personally visited the command center to discuss measures and preparations for the expected onslaught of Typhoon ‘Ompong’.

Netizens backlash: Nestle backtracks threat — to stay for 'next 100 years'

MANILA — A public backlash forced Nestle on Friday to retreat from its threat to close a Philippine factory unless it received tax incentives for sourcing raw materials locally.

"Nestle Philippines is not planning to close any of its manufacturing facilities in the Philippines," the company said in a statement. "We have been operating in the Philippines for 107 years now, and we look forward to doing business here in the next 100 years."

Today's climbdown came after a senior Nestle executive was quoted as saying earlier this week that the group hoped proposed tax reforms would "address the disadvantage of local manufacturers, which use local agriculture products, against those importing finished [goods]."

Ernesto Mascenon, a Nestle senior vice president in the Philippines, had warned that in the absence of acceptable tax reform, Nestle's option was to "close down our manufacturing here and just move to Indonesia, or Vietnam, Malaysia, [and] import."

The comments, reported by the Nikkei Asian Review and local newspapers, drew national attention and sparked a flurry of comments on social media.

"No taxes for them. Then what's the point of having them in the Philippines?" asked a Facebook user.

"Kick Nestle out," said another. "Corporate greed is destroying this world."

Nestle has been struggling with rising input costs in the Philippines after a government ban on the import of sugar and imposition of a tax on sweetened drinks. This, Nestle argues, has made it less competitive in the Philippines. The company wants an exemption from the value-added tax to stay competitive.

Mascenon's comments come as Congress deliberates the second round of the government's tax reform program, which is re-evaluating fiscal incentives given to companies.

The executive also said the company is rethinking plans for its Nesfruta powder juice drink after the beverage tax drove sales down 30%. "We are looking at whether we will continue with the business or not," Mascenon said.

Last month, Mexico Coca-Cola FEMSA divested its 51% stake in the Philippine bottler of Coke due to the new tax regime and local sugar supply issues.

As Christmas approaches, people might feel pity towards street children and street dwellers, but the Department of Social Welfare and Development reminds that this is not the help they need.

Giving them money or aid might keep them in the streets, the agency said in a report by Ivan Mayrina on 24 Oras on Thursday.

Street children may be considered as children at risk, specifically of sliding into a life of crime, the agency said.

DSWD was sought for comment after a video of street children aggressively begging passersby for money in Clark, Pampanga went viral.

Rosalie Dagulo Officer-in-Charge and Director of the DSWD Community Programs and Services Bureau said that these children are at risk of committing crimes.

"Pwede natin i-regard ang bata na yun na child at risk. Wala pa man siya doon sa aktong gumagawa ng krimen pero at risk na siya. Papunta siya doon sa direksyon na maaaring later on, kinabukasan nandun siya gumagawa na siya ng krimen," she said.

However, the DSWD said they cannot assume sole responsibility over the problem of street dwellers.

It must first be identified if these street children have parents and homes.

"Ang state papasok lang kung ang pamilya ay walang kakayahan para gawin ang kanyang reponsibilidad," Dagulo said.

"Isa rin po sa challenge natin ay yung kakulangan ng tao para i-monitor yung mga nangyayari sa daan at pangunahin din ang pageengage ng ating mga barangay," she added.

If proven that the child has neither parents nor home, or that their parents have no means to take care of them, the children can be brought to government institutions of non-government organizations for temporary shelter.

This was how Senator Antonio Trillanes IV described on Tuesday President Rodrigo Duterte’s decision to revoke the amnesty granted to him during the time of the Aquino administration.

Trillanes also called the President’s order “stupid.”

Contrary to the President’s order, Trillanes said he had complied with all the requirements to avail of amnesty.

“It’s a clear case of political persecution kasi wala silang mahanap na kaso sa akin kaya kailangang mag imbento,” he told reporters.

The senator neverthelesss expressed readiness to face arrest.

“I will not resist arrest. I will not escape,” he added.

Trillanes can already be arrested

Senator Antonio Trillanes IV, whose amnesty was revoked by President Rodrigo Duterte, can already be arrested.

This was confirmed by Justice Secretary Menardo Guevarra, who was designated officer-in-charge while Duterte is on official visit to Israel.

"I guess all of these [cases] would have to proceed and if taking him into custody is an automatic effect of that, then so be it," Guevarra told Palace reporters.

Duterte has issued Proclamation No. 572, which states the amnesty extended to Trillanes over his involvement in unsuccessful attempts to overthrow the Arroyo administration was void from the start.

This was because the opposition senator, a vocal Duterte critic, did not comply with the "minimum requirements to qualify under the amnesty proclamation," the proclamation said.

Trillanes on Tuesday branded as a political persecution the move of Duterte to revoke his amnesty.

Guevarra defended Duterte's decision, saying amnesty can be reviewed or revoked anytime.

(UPDATED) — A man was killed while at least 15 more people were wounded in another blast in Isulan, Sultan Kudarat, the town's mayor said on Sunday night.

Isulan Mayor Maritess Pallasigue said the blast happened inside a computer shop in Barangay Kalawag 2 at around 7:30 p.m.

Of the 15 people wounded, at least three were in critical condition, she added.

The blast happened just barely a week after an explosion there killed at least 3 people and wounded dozens more last Tuesday night.

The mayor advised her constituents to stay vigilant as authorities respond to the incident.

'Supporting PRRD is Priceless' — Solid tatay Digong supporter

After my almost 2 months stay sa Pinas, may isang bumabagabag sa akin. I am often asked if I am paid, just because I am a solid PRRD supporter.

I would receive comments like, “Magkanong bayad sayo?” “Nagkakapera ka ba jan?” I used to get irritated when I hear those comments.

But even people close to me are also asking. I can tell you many reasons why I am an active PRRD supporter but let me just tell you 2 reasons.

First, I used to be a Youth Ambassador of Davao City during PRRD’s term as Mayor. Bali-baliktarin mo man ako kaya kong i-defend si PRRD at ang Davao City.

Second, extreme ang attacks ng Mainstream media kay PRRD dito sa Europe. Grabe ang misconceptions at Fakenews dito. Kaya pag full blooded DDS tulad namin, makikipagsabayan ka talaga.

Since campaign time, kabilaan na ang Initiative namin to show our support for PRRD. It is a volunteer act.

Until now, tuloy pa rin ang support namin ky PRRD. I will enumerate the payback of PRRD to us. (Too many to mention but I will just write down those that I will directly enjoy)

1. Free Tertiary Education.

Next school year mag University na ang kapatid ko. Hindi ko na aalahanin ang Tuition Fee. Iyan ay isang malaking bagay sa mga Magulang na OFWs at sa maraming kabataan na ang tanging pangarap ay makapagtapos.

2. No TravelTax and Terminal Fees for OFWs.

3. Express lane for OFWs for Passport renewal.

4. Build, Build, Build.

I travelled from Davao to Marbel. Ang lapad na ng mga Kalsada. Wala na akong nadaanan na lubak-lubak. Andami ng 6 lanes. I was briefed by one of the Project Managers of Mindanao Railway Project. It is so amazing. The Inauguration will be on January 2019.

5. Improved Peace and Order situation in Communities.

If you want to know the real “Pulso ng Bayan” you better ask the Taxi Drivers. I have talked to a lot of them.

Though they complained about the increase of Fuel Price, but still they are happy of the changes in the country. One Taxi Driver told me, “Iba na talaga kay Duterte Ma’am, maayos na talaga. Nawala na ang mga salot.”

Andami pa niyan, pero baka mapagod na ang haters, lol.
