Special Assistant to President Christopher ‘Bong’ Go slammed Senator Antonio Trillanes IV again after the latter challenged President Rodrigo Duterte to take a drug test.

Trillanes made the challenge after he passed the surprise drug test conducted last July 30 at the Senate.

Aside from Duterte, he also challenged the Presidential family to take the test.

In response, Go said that President Rodrigo Duterte already took drug test two weeks later after he applied for the renewal of his license to possess firearms or LTOPF.

He said that before the applicant renewed his license, they must undergo a drug test and neuro-test which the President passed.

Go said that if Trillanes passed the drug test, he doubts that the Senator would pass neuro-test because of showing signs of obsession to Duterte and the first family.

“Ang problema mo ngayon Mr. Trillanes baka hindi ka pumasa sa neuro (test) masyado ka ng obsess kay Pangulo,” Go said during an ambush interview.

The right hand of the President also suggested that Trillanes should just wait until 2022 and avoid rushing his political ambition.

Since the election period, Senator Trillanes didn’t stop in criticizing President Rodrigo Duterte who allegedly asked him to become his tandem in the last presidential elections.

But according to the President, he rejected the offer of Trillanes and instead he chose former Senator and now DFA Secretary Alan Peter Cayetano as his partner.

MANILA — The couple, who argued with traffic enforcers over illegal parking violation, on Wednesday apologized to the Metropolitan Manila Development Authority (MMDA) over the incident.

This, after a video was uploaded on Facebook showing a woman, identified as a prosecutor, who refused to present her driver’s license as she told the enforcers that she arrived within five minutes after being notified of the violation.

Her husband later appeared and explained that she was a prosecutor and has been suffering a miscarriage.

“On Aug. 14, 2018 at around 9:30 to 10 in the morning, we figured in an altercation with officers of the MMDA. Unfortunately, heated arguments and commotions happened among us. We would like to apologize to the MMDA enforcers, especially to Col. Bong Nebrija and Constable Azures. We ask for your understanding on the matter as well, as emotions got the best of us,” the couple said in their statement that was read in the presence of MMDA general manager Jojo Garcia.

The MMDA has filed a complaint before the Land Transportation Office (LTO), seeking to suspend or revoke the driver’s license of the prosecutor for her arrogant behavior.

“The tension was high yesterday and the driver was resistant. We tried to deescalate the situation. You saw how I approached her, how I asked the enforcers to be at a distance as they were emotional because one of them was almost got hit by her vehicle. I was the one who talked to her to know the situation. I talked to her as well as the enforcer just to deescalate the situation. Despite this, the woman was confrontational,” said Nebrija, MMDA Special Task Force Operations commander, in a press briefing earlier Wednesday.

The MMDA legal team is considering the filing of additional charges against the prosecutor, such as violation of the number coding scheme and direct assault of traffic enforcers.

The agency is also set to file a complaint before the Department of Justice on Thursday. (PNA)

Sa pahayag ng US Embassy sa Maynila, sinabi nito na ipinagbigay-alam na umano ni US Secretary of Defense Jim Mattis sa Kongreso ang nasabing plano.

Pero sa ngayon umano ay hindi pa tukoy ang petsa ng pagbabalik ng naturang mga kampana.

Sa ngayon ay wala pang tugon ang pamahalaan ng Pilipinas hinggil dito.

Matatandaang sa kanyang State of the Nation Address (SONA) noong 2017, iginiit ni Pangulong Rodrigo Duterte ang kahalagahan ng Balangiga Bells sa mga Pilipino.

Matapos nito, kinumpirma naman ni US Ambassador to the Philippines Sung Kim na may mga paraan nang ginagawa ang Washington para maibalik sa Maynila ang Balangiga bells.

Noong 1901 nang paslangin ng mga sundalong Amerikano ang libu-libong mga Pilipino sa bayan ng Balangiga, Eastern Samar bilang ganti sa pagkamatay ng 48 nilang mga kasamahan sa kamay ng mga rebolusyonaryo.

Kasunod nito, kanilang kinuha ang mga kampana ng simbahan sa bayan bilang “war trophy.”

Sa kasalukuyan ay nasa Warren Air Force Base sa Wyoming ang dalawa sa mga kampana, habang ang isa ay naging bahagi naman ng travelling museum. (Reuters)

BACOLOD CITY — Eighteen mass base supporters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in southern Negros Occidental have abandoned the rebel movement, the Philippine Army said on Friday.

The 62nd Infantry Battalion (IB), in an emailed statement, said the supporters took an oath of allegiance in a ceremony held in Barangay Carabalan, Himamaylan City on Wednesday.

Lieutenant Colonel Egberto Dacoscos, commander of the 62nd IB, said they expect more rebel supporters to surrender as they continue to conduct extensive information campaign, focusing on the deceptive tactics and the atrocities of the CPP-NPA.

“The surrender of these supporters is a clear indication that they can no longer endure the barbarism and viciousness inflicted by this terrorist organization who feeds them nothing but poverty and misery,” he added.

Dacoscos lauded the surrenderers as well as the residents of Barangay Carabalan for denouncing the ruthlessness of the rebel group.

The ceremony, which also included burning of the CPP-NPA flag, pledge of peace, and candle lighting, was participated in by a former rebel and witnessed by about 180 village residents.

The 62nd IB troopers also gave a lecture on the atrocities committed by the CPP-NPA and distributed flyers on the Enhanced Comprehensive Local Integration Program (ECLIP) that can be availed of by NPA rebels who will surrender.

Dacoscos urged the remaining supporters and active members of the CPP-NPA to abandon the armed struggle and avail of the benefits from the government so they can live peacefully with their families.

First Lieutenant Allen Mark Tacorda, civil-military operations officer of 62nd IB, said a former rebel and a former militia man from the area have availed of the ECLIP program.

The ceremony was also attended by Carabalan barangay officials led by village chief Mildred Titular and Sangguniang Kabataan officials headed by Aurelio Laja Jr., as well as Senior Inspector Renante Salgado, deputy police chief of Himamaylan; Rev. Fr. Ritchie Villaflor, assistant parish priest of Himamaylan; and Pastor Winston Villanueva. (PNA)

MANILA, Philippines – The Philippines’ enactment of the landmark Bangsamoro Organic Law (BOL) has earned compliments from the international community following its official signing by President Rodrigo Duterte on July 26.

The United Nations, in a statement by UN Secretary-General Antonio Guterres, recognized it as “a landmark achievement on the road to lasting peace in the southern Philippines.”

The European Union said, “The passage of the Bangsamoro Organic Law represents an opportunity for the Filipino people to embrace peace and stability after decades of strife,” in a statement by EU Spokesperson Maja Kocijancic.

The Philippines’ ally Japan, meanwhile, was the first to express its support “for the development of Mindanao in a wide range of fields, in accordance with progress in the peace process.” This, according to Japanese Foreign Minister Taro Kano, is Japan’s commitment under the Japan-Philippines Joint Statement on Bilateral Cooperation for the next five years announced in October 2017,

The Bangsamoro Organic law is considered a key step to ending a decade-long armed conflict in the southern Philippines that had claimed thousands of lives since it began in the 1970s.

For his part, President Duterte appealed to the Moro community to give BOL a chance in leading the path towards peace.

“Hindi pa kami nag-usap sa Tausug group, kay Nur, o kahit kanino ang kailangan kausapin ko. Iyong BBL tapos na. Bigyan lang natin ng panahon. Huwag tayong mag-giyera. Kasi kung mag-giyera — wala naman problema mamatay tayo. Mamatay man tayo lahat. Ang problema, ang mga mahirapan ang mga bata, matanda, pati mga babae. Mag-iwan lang tayo ng maraming orphans. MANILA, Philippines — President Duterte has threatened to “terminate” policemen involved in illegal activities as he blamed human rights advocates for the criminals’ alleged loss of fear of punishment imposed by the law.

Duterte said nothing good would happen in the Philippines if he does not impose measures against scalawags in uniform.

“I promised you that – including uniformed personnel – do not be involved in illegal drugs and murder-for-hire...ipa-project ko rin kayo (I will launch operations on you). You can be very sure there will be a project for you and really that is to neutralize or terminate you,” the President said during the anniversary of the National Security Council and National Intelligence Coordinating Agency in Pasay City Tuesday night.

“If I don’t do it, nothing good will happen to our nation at this time when we are all bombarded with drugs. Nobody seems to obey the law. You know why it’s happening now? The fear of the sanction of the law is gone. Why? Because of human rights,” he added.

Duterte said only a few buy-bust operations were conducted during previous administrations. He claimed the seriousness of the drug problem was only uncovered when he became president.

“I demanded that all records be opened to me, I saw on the television Filipinos queueing by the thousands everyday. All contaminated, all sickly, all rendered inutile because of drugs,” he said.

Duterte claimed that the drug problem deteriorated because policemen were afraid of facing charges related to human rights violations. He said he provided legal protection to policemen and soldiers when he was mayor of Davao City.

“I said for as long as I’m mayor, you will not go to jail. Provided you do your duty in accordance with law,” he said.

Duterte’s war on illegal drugs has left more than 4,000 dead since it was launched two years ago.

Human rights advocates claimed the crackdown encourages extrajudicial killings and other abusive practices but officials deny this, insisting that law enforcers only use violence if their lives are in danger.

Philippine National Police (PNP) chief Director General Oscar Albayalde yesterday warned erring policemen to change their evil ways or face punishment similar to the government’s “relentless and chilling” war on illegal drugs.

“Just as we are relentless and chilling in our war on drugs, we will also be relentless, resolute and chilling in our internal cleansing program,” he said in a speech at the National Capital Region Police Office (NCRPO) in Taguig City.

Albayalde said they are monitoring around 1,000 police officers with alleged involvement in illegal activities.

On Tuesday, operatives from the PNP Counter-Intelligence Task Force (CITF) arrested three Valenzuela City police officers for extortion activities victimizing junk shop owners.

The suspects – Senior Police Officer 4 Serafin Adante, and Police Officers 1 Ryan Paul Antimaro and Rey Harvey Florano – were arrested along with a civilian accomplice in an entrapment operation in Barangay Ugong.

The same day, a policeman was killed and three lawmen were arrested in Taguig City for their alleged kidnapping operations.

Albayalde could not explain why there are still police scalawags despite the higher salaries and benefits they have been receiving from the Duterte administration.

President Duterte has doubled the salaries of PNP officers and personnel, which was among his promises during the campaign. However, several policemen have been arrested for illegal drugs, extortion, kidnapping and other crimes.

Albayalde could not hide his anger when he confronted at the NCRPO the three policemen from Taguig accused of kidnapping, as he berated them for besmirching the police organization because of their illegal activities.

Albayalde said their internal cleansing will not only be punitive but restorative where they will conduct seminars on values formation.

Motorcycle criminals
This developed as the PNP also launched a campaign against crimes committed by motorcycle riding suspects.

Albayalde led the ceremonial signing of pledge of commitment and tagging of Clean Rider stickers on motorcycles owned by legitimate riders belonging to various motorcycle organizations from Metro Manila that was held at the Quirino Grandstand in Rizal Park, Manila.

He said the Clean Rider stickers have a secured quick response code or Qr code to detect fake stickers.

Policemen verifying the records of a certain motorcycle could scan the Clean Rider stickers using their smart phones that are fitted with Qr code scanner applications.

“This campaign aims to muster greater citizen participation in crime prevention by way of eradicating the rampant crimes perpetrated by motorcycle-riding suspects. We are enthused with same passion at heart, and united in the spirit of volunteerism and civic engagement,” Albayalde added.

There are some 4,133,305 registered motorcycles nationwide, with 823,462 registered motorcycles in Metro Manila, followed by Region 4A-Calabarzon with 497,290 and Region 7 Central Visayas with 436,255 motorcycles.

Albayalde noted that the Clean Rider campaign was launched to address crimes perpetrated by motorcycle riding suspects targeting high-profile victims such as priests and elected government officials that had challenged the PNP.

“This is also an opportune time to steer effectively the culture of well-disciplined and responsible marshals of the road, as we mainly underscore the massive move to eliminate crimes perpetrated by these motorcycle-riding suspects,” Albayalde said.

The PNP Directorate for Operations said Clean Riders are qualified to be force multipliers of the city police offices/city police stations and municipal police stations who will help assist tourists and other riders.

Albayalde said Clean Riders are also entitled to assist the police in conducting motorcycle patrols in their respective areas of responsibility.

“I reiterate that the PNP alone cannot ensure sustained peace and order without the support of our community. Despite our success, we should do more to make sure that stable peace and order should be directly felt and experienced by all Filipinos,” he said.

Meanwhile, the NCRPO claimed yesterday that crimes committed by motorcycle-riding criminals in Metro Manila decreased by more than 39 percent during the first half of the year.

Officials said the PNP recorded 355 crimes from January to July 2018, which is 39.11 percent lower compared to 583 incidents during the same period last year.

Sen. Antonio Trillanes IV said it's a checkmate for President Rodrigo Duterte after the senator was able to prove that the Singapore bank accounts the chief executive alleged to be his were nonexistent.

Trillanes is in Singapore Tuesday together with some reporters to disprove the allegations that Duterte made more than a week ago that he owns several offshore accounts to hide his illegally obtained wealth.

"Maliwanag na nagsisinungaling si Duterte at gawa-gawa lang nila ang mga paratang niya na meron akong mga foreign bank accounts," Trillanes said, adding that such presidential allegations were just meant to intimidate his critics.

"Mr. Duterte, pusoy ka na. Checkmate ka na. Wag ka na magpalusot," Trillanes said.

He said that these unfounded claims were also a way for the president to divert the attention away from allegations that his son, Paolo Duterte, and son-in-law, Manases Carpio, were involved in the smuggling of billions of pesos of methamphetamine or shabu.

According to Trillanes, the bank teller of the DBS Bank in Alexandra Center said that "no such accounts exist" when he inquired about the existence of the accounts mentioned by the president, state-owned PTV-4 broadcaster Erwin Tulfo and Communications Assistant Secretary Mocha Uson.

Trillanes also asked if there was an account, either existing or closed, under the names "Antonio Trillanes IV" or "Antonio Trillanes."

"No such accounts exist" was the answer of the teller, according to the senator.

"Ito ay narinig at nasaksihan ng ilang media reporters na kasama ko sa pagtatanong ko sa bank teller," Trillanes, who has been very critical of Duterte since last year's campaign period, said.

He added that he then tried to go to a branch of HSBC at Raffles City Tower but the bank had no office there.

"Pinuntahan naman namin ang HSBC sa Raffles Blvd. pero ATM lang ang meron doon. A quick check at the HSBC Singapore website showed that there is no HSBC Raffles Branch," he said.

Trillanes said that the president's revelation of his supposed offshore accounts was also meant to distract the public from his challenge to the president to sign a waiver that would allow the scrutiny of his alleged bank account in Pasig City.

In 2016, Trillanes accused the then mayor of Davao City of owning P211 million in an account with the Bank of the Philippine Islands branch in Julia Vargas, Pasig.

Duterte signed a waiver allowing Salvador Panelo, then one of his campaign lawyers, to request and receive any document that would show that the account did not contain the alleged amount at any point.

Trillanes countered that this was not enough because this would not show the account's transaction history, a claim Panelo denied.

The feisty senator also accused the younger Duterte and Carpio of owning hundreds of millions of pesos in several local banks and challenged them to sign waivers to allow the probe into these amounts.

The senator  said, "Pumirma ka na lang ng waiver para malaman na ng mga loyalista mo kung gano ka kakurakot."

Jinggoy set free on P1.3-M bail after 3 years

After spending three years behind bars, former Senator Jinggoy Estrada on Saturday was released on bail and left his detention cell at the Philippine National Police (PNP) Custodial Center inside Camp Crame in Quezon City before 1 p.m.

Estrada's release came hours after his lawyers posted a P1.3-million bail with the Sandiganbayan.

The Sandiganbayan sheriff served the release order issued by the anti-graft court's Fifth Division at the PNP Custodial Center earlier in the day. Estrada's legal team, led by Atty. Alexis Abastillas-Suarez, accompanied the sheriff for  the serving of the release order.

Prior to his release, a doctor from the PNP General Hospital went to the Custodial Center to check Estrada's health condition.

The former senator is facing plunder and graft charges in connection with the alleged misuse of his Priority Development Assistance Fund.

In 2014, Estrada along with his fellow former senators Ramong "Bong" Revilla Jr. and Juan Ponce Enrile were detained in light of the the P10-billion pork barrel scam.
