Chairwoman Gloria Madriguerra took to Raffy Tulfo In Action in order to ask help from the radio television show regarding a woman who was spewing several hurtful words and allegations about her across the social media platform Facebook.

When asked what the issue was, the woman had replied “Siya po ay taga ibang barangay. Nagreklamo po siya sa ibang barangay tungkol po sa — eto po kasi, nagkasundo sila nung January 22, eto po si Marife.”


Accordng to Gloria Madriguerra, Marife is the nemesis of the woman they were complaning about, “siya po yung kaaway niya.”

Joan, who was the woman going on and on about Marife and Gloria Madriguerra on social media, had previously loaned money for Marife to buy a tricycle. She went on to file a complaint about Marife that was not valid at that time because the transaction happened in a different barangay, however they did their best to resolve it anyway. She then filed the same thing at a different barangay with much to say over the internet.


She wrote, “Permission to post Hinahanap at pinuntahan daw po sa bahay ng isang public servant at ako daw ay nagtatago sa takot dahil sa di pag kakaintindihan dito. Hindi po ako takot at wag na sanang magamit pa ang pangalan ng nanungkulan sa pananakot kung totoo man ang nagpaparating sa akin ng message handa akong humarap.”


Joan Mabalot was then advised to stop her rants because libel charges may be filed against her.

“It was a bugso ng damdamin,” she said.


“The tricycle was around Php50,000 and she only [paid] around 48,000 or 49,000 or something like that and at the same time all of my — some of my jewelry is under her name. I trusted the person that I was suppose [sic] to complain [about]”

Their issue had been previously resolved in a different barangay and then the woman, Joan, went to a different precinct to file the same complaint that had already been resolved by someone else before Chairwoman Gloria Madriguerra.

A visibly irked Raffy Tulfo then went on to say, “Ma’am okay lang pong mag-ingles paminsan minsan pero huwag pong dire-diretso kasi hirap po akong intindihin eh” Raffy said, unsure whether he was implying that Joan’s English was hard to decipher for her grammar and misuse of words or if Raffy Tulfo does not speak it fluently as her.


“Hindi po ako makatagalog fluently eh.”

“American Citizen po kayo?”

“Hindi po sir, hindi po sir. Pero sa bahay nagagamit po namin 'yung English. Kasi po pag nagtagalog mas nakakasakit pa po ng damdamin eh.”

“Mag-tagalog po tayo.”


Joan then made her spiel about how sorry she was and that it was just a “bugso ng damdamin” after all, without hesitating to go on and on about how much jewelry he had. This was when Raffy Tulfo interrupted her again.

“Ma’am, ma’am mag-apologize lang po mauubos ang oras namin.”

Joan then said, “I apologize ma’am.”

On 10 October, the eve of the period for filing of certificates of candidacy (CoC) for the 2019 mid-term elections, the Commission on Elections (Comelec) reminded filers not to make the process a “circus of supporters.” The Comelec was referring to too many supporters tagging CoC applicants inside the Comelec office in Intramuros, Manila. Its remedy was to limit to four the number of supporters accompanying a prospective candidate when he files his CoC.


While the Comelec succeeded in making the week-long CoC filing orderly and peaceful, the vicinity of Palacio del Gobernador was at its usual fiesta-like atmosphere that characterizes every CoC filing event. Supporters holding banners with the face of their candidates were marching and chanting the names of their bets. Drumbeating adds to the noisy crowd. It was a circus just the same.


The Comelec perimeter turned more circusy when “clowns” came and filed their CoC. It can’t be helped that these likely “nuisance candidates” make a mockery of the senatorial elections.




Why, will voters pick a self-proclaimed “king of the Philippines?” Or a candidate nicknamed “Jesus Christ” who promised to stop the reimposition of the death penalty and “protect the universe.” Or Rastaman, who identified himself as a half-man, half-zombie and promised to stop the invasion of the country by the Chinese.


A Comelec official warned those who make a mockery of the process of filing CoC that they will be declared nuisance candidates. But Sen. Sherwin Gatchalian went further by filing a bill penalizing nuisance candidates with a P50,000 fine.


The senator said he filed Senate Bill 911 amending Sections 69, 261 and 269 of the Omnibus Election Code to prevent the Comelec from wasting precious time and resources on individuals who don’t really intend to run for public office. The poll body, however, is lukewarm to the proposed law as it may discriminate against poor individuals who seek public positions.


The Comelec may have a point. After all, the real nuisance candidates are not “Jesus Christ,” the King of Maharlika Kingdom or Rastaman who all are pretty harmless individuals compared to the “otso-otso” senatorial bets of the opposition party. Obviously resourceless, the former cannot mount a national campaign and cannot reach the point of disrupting Filipinos’ lives through a public office unlike what yellow politicians are doing right now with their counterproductive criticisms of the Duterte administration.




Who can be more a nuisance than Liberal Party (LP) Sen. Bam Aquino and Magdalo partylist Rep. Gary Alejano for painting a bad picture of the campaign against illegal drugs and modernization of public utility vehicles and echoing Sen. Antonio Trillanes IV’s malicious lies that the President is corrupt, a dictator and promoter of extrajudicial killings. The two members of the opposition’s senatorial slate are dangerously in denial of the drug crisis affecting millions of Filipinos and climate change affecting the health and safety of the people.


Beefing up the list of real nuisance candidates are lawyers who are also on a mission to distract the government from bettering the lives of Filipinos by belittling the enviable accomplishments and consistently high approval and satisfaction rating of President Rodrigo Duterte.



The Comelec is expected to purge the senatorial candidates list of “clowns,” leaving the real nuisance bets in contention. For voters who lack the talent of discerning the mediocre from such “dangerous” candidates, they can take the cue from LP’s chairman, Vice President Leni Robredo.


Robredo conceded on Friday that opposition candidates will have an uphill climb in winning seats in the Senate because the President remains popular.

“Elections in May 2019 will be tough for the opposition. The President is still very popular, and the candidates that he will endorse would have… you know… would benefit from the President’s popularity,” Robredo was quoted as saying at a leadership forum in Washington DC this week.


She also said the opposition coalition is fielding only eight “really very good” candidates instead of 12. If they can only get eight candidates, it can mean only a few want to be a nuisance. (By Concept News Central)

Hindi sumipot kahapon si Sen. Antonio Trillanes IV sa Preliminary Investigation (PI) sa Pasay City Prosecutor Office sa kaso nitong inciting to sedition at Article 136 o ang proposal to commit coup ‘d etat na isinampa ni Department of Labor Employment (DOLE) Undersecretary Jacinto Paras.


Dakong ala-1:30 ng hapon nang dumating si Paras kasama ang kanyang abogadong si Eligio Mallari at si Manuelito Luna, commissioner ng Anti-Corruption Commission sa tanggapan  ni Assistant City Prosecutor Reynaldo Ticyado.

Sinabi ni Ticyado na naghain ng karagdagang araw ang kampo ni Trillanes para sagutin ang complaint laban dito.


Binigyan ni Ticyado ng pitong araw ang kampo ni Trillanes para ihain ang kanilang counter affidavit na itinakda sa darating na Oktubre 25.


Si Trillanes ay sinampahan ng kasong sedition ni Paras noong Sept. 14, 2018 matapos umano nitong hikayatin sa kanyang panayam sa media na mag-aklas ang mga sundalo laban kay Pangulong Duterte.


"I would be the last person who would want anybody to be hurt para sa kapakanan ko. Dapat ako ang unang nasasaktan,” nakaraang mensahe ni Trillanes.

All commercial businesses have one common belief: “The customer is always right.” Business owners train their servers to provide customer satisfaction at all times. These may include any ridiculous requests customers might ask of them. On Facebook, a server or a waitress shared her frightening encounter with a Chinese customer.


Apparently, for an unidentified reason, the customer displayed a very upsetting behavior inside the restaurant. She threw the plates and bowls on her table filled with food. Fortunately, the CCTV caught the woman’s tantrums on camera. Unfortunately, it wasn’t enough for her to be behind bars.


Marilaine Joanna Garcia Jarina, posted the horrible incident on Facebook. According to her post, it happened at a restaurant in Remedios Circle, Malate. She identified the Chinese customer as Aimi Wang, 24 years old from Ongpin Binondo, Manila.



Marilaine reported the incident to the police but apparently, the accused was able to escape through the precinct’s comfort room. Prior to her escape, Marilaine went to the hospital to get her eyes checked. She was unluckily hit by a hot soup when the woman threw the plates all over the restaurant.


Two hours later, the doctors told her that she is not the only patient at the hospital and many have more serious conditions. She decided to go back to the precinct and file a case against the woman. Her bad day did not end there.


When she arrived at the precinct, the policemen did not allow her to file a case without a medical certificate. This made her even more furious. She claimed that because the accused was a foreigner, they let her get away that easily. Now, she is seeking for the justice she deserves.


There is no confirmation whether or not her allegations against the policemen were true. Maybe it’s a police protocol to have a medical certificate. Requirements for filing a case depends on what charges you’d want to file, without it then yes, it’s possible that they cannot file the case, that is according to the law.

‘He will win’ — Pres. Duterte kumpiyansang mananalo si Bong Go

Two days after Special Assistant to the President Christopher "Bong" Go filed his certificate of candidacy for senator, President Rodrigo Duterte on Thursday predicted that his former top aide will win in the 2019 mid-term elections.

“O ‘di nakita mo ngayon si Bong Go senador na. O totoo (You see, Bong Go is now a senator). He will win. He will win,” Duterte said in his speech during the concluding ceremonies of the 44th Philippine Business Conference and Expo (PBCE) at the Manila Hotel.


Go’s name emerged as possible senatorial aspirant in February this year at the height of the Senate’s call for investigation on the Philippine Navy frigate deal.

Opposition senators asked Go to appear in the inquiry after he allegedly intervened in the deal which he vehemently denied.

Duterte then urged Go to use the Senate investigation as stepping stone to get a Senate seat.


Go took it as a joke that sparked noise, asking him to consider the President’s idea for him to run as senator.

“Kita mo. Nakita mo (You see) how fate play --- destiny of men are played. Hindi kilala ‘yan. Mas kilala ‘yung nagpatawag sa kanya. O tingnan mo ngayon. (He is not popular. Those who summoned him were more popular. So now you see.) You weigh the scales of their character,” Duterte said.


Go served as Duterte’s special assistant for more than 20 years. Duterte was mayor of Davao City for 23 years before his overwhelming victory in 2016 elections as the first President from Mindanao.



Meanwhile, Presidential Spokesperson Salvador Panelo said the senatorial candidates of the administration will have “very good” chance due to Duterte’s popularity.

“Given the popularity of the President, the chances of these senatorial candidates of the administration certainly are very good,” Panelo said in a Palace press briefing on Thursday.


Panelo, however, clarified the administration’s senatorial aspirants would not only rely on Duterte’s endorsement but on “their own credentials”.

He said the ruling Partido Demokratiko Pilipino–Lakas ng Bayan (PDP-Laban) is still finalizing the administration's senatorial slate.

“It’s being finalized now. The PDP-Laban, allied with Hugpong (Hugpong ng Pagbabago). We will make the official announcement. Of course the announcement will be coming from the PDP-Laban and Hugpong,” he said.

Aside from Go, other former Cabinet members who filed their COCs for senator are Presidential Political Adviser Francis Tolentino, Bureau of Corrections chief Ronald "Bato" dela Rosa and former presidential spokesperson Harry Roque. (PNA)

MANILA — Former Presidential Spokesperson Harry Roque is hoping to get the endorsement of President Rodrigo Duterte in his bid for a Senate seat in the 2019 mid-term elections.

This, after the former government official on Wednesday filed his Certificate of Candidacy (COC) at the Commission on Elections (Comelec) main office in Manila.

“Sana po (I hope so). I would want/wish (the President) endorses me. Until now, I think he is the best president under existing conditions and of course, I will continue to defend the President kahit anong mangyari (whatever happens) even if I have ceased to speak for him,” he told reporters.


While he was offered to join the administration’s party PDP-Laban, Roque said he is running under the People’s Reform Party, the organization of the late senator Miriam Defensor-Santiago (MDS).

“Yung ating puso talaga nasa Senate, nanalo na sa partylist (My heart is really in the Senate. We already won in the partylist elections). Been there done that, importante ay maisulong yun liderato na binigyang-buhay ni MDS (what is important is we push for the leadership embodied by MDS),” he said.

Once elected, Roque is confident that his experience as a former congressman will help him push for more important reforms in the Upper Chamber.

“Naniniwala kami na maraming ordinaryong mamamayan na naniniwala pa rin na di lang kasikatan. (Importante sa Senado), napatunayan ang kakayahan. Sixteen months tayo nag-serve sa Congress (We believe that most ordinary people do not look at fame. What is important in the Senate is a proven track record. We served in the Congress for 16 months) but we have four bills passed into law kasama free gamot, tanghalian sa kabataan, patubig (including free medicine, lunch for the youth and irrigation). Kung napakadami natin na naisabatas sa 16 months, marami magagawa sa (If we have enacted so much laws in 16 months, we can do more in) six years,” Roque added.

The former Palace spokesman said he will also push for equality, regardless of gender, complexion or race.


Meanwhile, Juan Ponce Enrile is also attempting to make a comeback at the Senate as he personally filed his COC.

In his re-filed COC, the 94-year-old former senator has indicated that he is running under Pwersa ng Masang Pilipino, contrary to COC that was filed on Tuesday, where it was left blank.

Also, his occupation in the new COC has been changed from “businessman” to “lawyer”.

At the same time, Enrile said his age should not be an issue.

“I hope I will reach 110. But you know, in life, you cannot control your number of years on this planet. The control belongs to God. He can make it long, he can make it short. Who knows, I might outlive the others who are in the Senate today? I’m not saying that I’m immortal but only God knows,” he added. (PNA)

YouTube back online after suffering a 'rare outage' worldwide

YOUTUBE DOWN — Users have reacted with fury after the popular Google-owned video sharing platform went down worldwide, with the site apologising and vowing to restore normal service as soon as possible.

YouTube appears to be back online this morning after a major outage hit the site overnight.

Users attempting to access the site were met with a largely blank page, with grey boxes where videos should be.

Any attempt to play a video triggered produced the message “An error occurred. Please try again later”.

YouTube users and content creators took to social media to express their anger and shock.

Briayana Sarmiento tweeted: “Is something wrong? Because YouTube is not working! None of the apps work! Is everyone else having a bad time with this?”

Gabby Demartino added: “Is it just me or is YouTube broken at the moment?”

Naomi Flores commented: “Why is YouTube down when I have only five minutes to watch a quick video then head to class.”

In August 2018 YouTube was ranked as the second most visited website in the world, behind only Google.

According to a February 2017 estimate, around one billion hours of content are watched on the site every day, with 400 hours of material uploaded every hour.

The site was founded in February 2005 and brought next year by internet giant Google for $1.65billion.

Another twitter user added: “Guys, YouTube just shut down in the US and UK, I checked my WiFi. My friend is having the same problem”.

Meanwhile, Brittney Bytch posted: “Is YouTube down? Because I need to watch and it keeps giving me an error.”

Web video producer Marques Brownlee, who had nearly 3 million Twitter followers, commented: “Never seen YouTube down for 30 plus minutes like this before.”

Video producers, including those who use the site commercially, also gave their reactions.

Lewis Hilsenteger, a YouTube content creator know for his tech reviews, jokingly asked: “YouTube has been down for almost an hour. Anyone taking job applications?”

Responding to the outage in a Twitter post, YouTube commented: “Thanks for your reports about YouTube, YouTube TV and YouTube Music access issues.

“We’re working on resolving this and will let you know once fixed. We apologise for any inconvenience this may cause and will keep you updated.”


DownDetector, a website which monitors sites which can’t be accessed, is reporting problems across the world.

YouTube’s support team, TeamYouTube, has been responding to a large number of social media users informing them the site is down.

One Twitter user who reported the site was down was told “We’re aware and working on it. Appreciate your patience in the meanwhile”.

Dozens of other Twitter users received similar messages.

Access to YouTube was restored at shorty before 4am.

YouTube tweeted: “We’re back! Thanks for all of your patience.

“If you continue to experience issues please let us know.”

Iconic Landmark: P163-million museum-auditorium will soon rise in Bacolod

BACOLOD CITY — Another iconic landmark will soon rise in Bacolod — a PHP163-million museum-auditorium comparable to the famous structures around the world.

Senator Juan Miguel Zubiri, who is facilitating the funding for what he considers a legacy project, presented the architectural design for the two-structure green building that is environmentally-responsible and resource-efficient, in a press conference held at the L’ Fisher Hotel on Sunday.


“We want to make it iconic. This design will be comparable to the beautiful buildings in other countries. This is similar to the Opera House in Sydney or The Guggenheim but a smaller and more affordable version,” he said.

To create the design, Zubiri tapped architect Leonilo Ramon Lichauco of the Manila-based LG+V Architect/Planners, who joined him during the launch in Bacolod, also attended by city officials, including Vice Mayor El Cid Familiaran, Councilors Em Ang, Caesar Distrito and Bartolome Orola.


“I’m going to work out the budget for this for 2019. This is part of my legacy projects for Bacolod City and Negros Occidental,” said the senator, who traces his roots -- father side -- in the city and the province.


Initially, Zubiri announced last March that the budget would only be PHP150 million.

Zubiri said Mayor Evelio Leonardia himself will announce the location of the project. Familiaran confirmed this, saying the mayor will reveal the chosen site for the museum-auditorium on October 25.

Zubiri said the construction is scheduled to start in the first quarter of 2019 and is expected to be completed in about two years.

In his presentation, Lichauco said the two structures, which will each have two stories, will include a multi-purpose museum and an 800-seater amphitheater with a gross floor area of 5,000 square meters.


Describing the design as organic architecture, he came up with leaf-shaped buildings connected to each other. Lichauco said the structure will collect rainwater to be used for landscaping and for the fountains in front of the buildings.

Zubiri also said that solar panels will be placed on the roofs as a nod to Negros Occidental as the solar energy capital of the Philippines.


“We want this to be a green building, a self-sustainable energy efficient building,” he said.

“It has a very unique design, the only (one) in the whole Philippines. We want to leapfrog Bacolod into the 21st century, incorporating the modern with the old structures,” the senator said. (PNA)
